Free or Reduced Cost Meal (FRPM) Program: This is a federal program administered by the US Department of Agriculture. Participation in the program is by application and is based on the income of the child’s parent or guardian. A child’s family income must fall below 185% of the Federal Poverty Level to qualify for reduced-cost meals, or below 130% of the Federal Poverty Level to qualify for free meals. English Language Learner (EL) Students: English Language Learner students are classified based on assessment procedures that determine they lack the clearly defined English language skills of listening comprehension, speaking, reading and writing necessary to succeed in the school’s regular instructional programs.
